At the first stage of the event, the Health Department delivered 1 bus equipped with special equipment and 8 types of portable medical equipment to the correctional colony. Starting from 09:00 am, 16 experienced medical workers conducted medical examinations of 254 prisoners in 15 different areas.
The main reason for attracting a group of doctors to provide medical care was the appeal of a convict serving a sentence in a colony, said the Regional Representative of the Ombudsman in the Samarkand region Diyor Khusanov.
- The convict called and said that he had a fever and the medical staff of the colony did not give him a referral to the hospital. This issue was resolved immediately. In addition, after talking with the prisoners in the medical unit of the colony, I came to the conclusion that it is necessary to bring a team of qualified doctors to the colony itself. Now we have started free medical examinations of prisoners.
At the second stage of the event, the Regional Representative of the Authorized Person for Human Rights in the Samarkand region and the head of the colony-settlement No. 38 held a collective meeting with 90 convicts. During the meeting, the content and essence of the Resolution of the President of the Republic of Uzbekistan of June 26, 2021 “On additional measures to improve the system for detecting and preventing cases of torture” and the Decree of the President from September 10, 2021 “On measures to improve the activities of the Authorized Person of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman)".
The conditions created for convicts in colony No. 38 in Samarkand were also studied. In the course of monitoring the living conditions of the convicts, it was found that in some rooms the light bulbs burned out and were not replaced, and there was no water in the rooms for family meetings. The head of the colony was given appropriate recommendations to eliminate these shortcomings.
At the final stage of the event, the Regional Representative of the Authorized Person for Human Rights in the Samarkand region accepted in turn the appeals of the prisoners. During the visit, the Regional Representative of the Authorized Person for Human Rights in the Samarkand region received appeals from 18 convicts, 6 of them were given legal explanations on the spot. For the remaining 12 appeals, measures were taken to study and take action.
Two of these prisoners applied for help in getting into university hoping for the opportunities created to date. It was noted that in order to help these prisoners, work will be organized in cooperation with universities, as well as the necessary books and information will be provided to prepare for the exam.
