During the visits, the following facilities were inspected:
- Pre-Trial Detention Center No. 3 in Andijan,
- Temporary Detention Center in the Kurgantepa District,
- Penal Colony No. 20 in Bukhara Region,
- Bukhara Regional Branch of the Republican Scientific-Practical Psychiatric Medical Center,
- Pre-Trial Detention Center No. 11 in Khorezm Region,
- Penal Colony No. 6 in Pap District,
- Penal Colonies No. 7 and No. 13 in Tashkent Region.
The monitoring visits focused on assessing the sleeping conditions of detainees, hygiene facilities, canteens, medical units, investigation rooms, lawyer consultation rooms, libraries, exercise yards, search rooms, visiting areas, work conditions, and vocational training opportunities. Additionally, food supply, medication availability, and the functionality of surveillance cameras were evaluated.
Both group and individual interviews were conducted with convicts and other detained persons to hear their concerns. Complaints received through the "Ombudsman’s Box", installed within these closed institutions, were also taken under review.
One previous appeal received by the Ombudsman was from an inmate in Penal Colony No. 13 in Tashkent Region, who requested a wheelchair. Yesterday, during the monitoring visit, a direct meeting was held with the convict, and his request was immediately resolved.
It was established that the inmate has been a second-degree disabled person since 2015, suffering from a severe joint disease, and was unable to walk even with a cane. As a result, the Ombudsman ensured the provision of a wheelchair for him.
Following the monitoring visits, the identified shortcomings will be addressed by submitting appropriate impact measures to the relevant ministries and agencies.
