The responsible officers were warned about the inadequate conditions for convicts who were engaged in labour work
The regional representative of the Authorized Person of the Oliy Majlis for Human Rights (Ombudsman) in the Syrdarya region conducted a monitoring visit to the 40th correctional facility of the region, identifying several shortcomings.

During the monitoring, living conditions, food quality, inmates' meetings with relatives, access to medical services, and working conditions were thoroughly examined. Special attention was given to the conditions at production facilities where inmates are employed.

It was revealed that the correctional facility had signed contracts with six private companies (LLCs) to engage inmates in productive labor. Currently, 155 individuals work at these facilities.

However, the inspection uncovered that shower facilities at some production sites did not meet the required standards, and meal provisions failed to comply with sanitary and hygienic norms. Additionally, violations of contracts with the LLCs were identified, particularly concerning the provision of hot, nutritious meals essential for maintaining inmates' health.

In January 2025, to address these issues, the Ombudsman issued a formal submission to the head of the 3rd Regional Directorate of the Penitentiary Department under the Ministry of Internal Affairs.

According to the information provided to the Ombudsman, a working group was established within the correctional facility, and relevant demands were made to the LLC leaders. Violations identified at the production facilities have since been rectified. Furthermore, disciplinary measures in the form of warnings were taken against seven facility staff members responsible for the violations.

A follow-up inspection will be conducted as part of subsequent monitoring visits to ensure compliance. These efforts to establish dignified conditions for inmates and protect their rights underscore the state's commitment to the principle of "In the Name of Human Dignity."
