Follow-up monitoring of previously identified shortcomings underway
This week, regional representatives of the Commissioner of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman) in Bukhara and Kashkadarya regions conducted monitoring visits to a number of penal institutions.

During the visits, conditions at Correctional Colony No. 17 and the Special Reception Facility in the Karavulbazar district of Bukhara region, as well as Settlement-Type Institution No. 35 in the city of Karshi, Kashkadarya region, were examined.

The monitoring focused on living conditions of persons with restricted freedom of movement, including access to food, medical services, labor conditions, library access, short- and long-term visit rooms, food storage, and heating systems within the facilities.

Special attention was given to verifying whether shortcomings identified during previous monitoring visits had been addressed. It was noted that construction is underway in the Karshi facility on a 360-bed dormitory and a building for domestic services for inmates.

However, the monitoring also revealed that adequate conditions for dining and inpatient medical treatment of inmates at the settlement-type facility are still lacking.

Group and individual interviews were conducted with persons held in the penal institutions. Additionally, “Ombudsman Boxes” located at the facilities were inspected, and the submitted appeals were taken under control.

Following the results of the monitoring visits, the Commissioner will submit appropriate response documents to the relevant ministries and agencies.
