The report on the activities of the Authorized Person of the Oliy Majlis for Human Rights (Ombudsman) for 2021 was approved by the senators
At the 24th plenary session of the Senate, a report was heard from the Authorized Person of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman) on her activities in 2021. Ombudsman Feruza Eshmatova spoke on this issue.

It was noted that in the reporting year, the Ombudsman received a total of 18,738 appeals from citizens of the Republic of Uzbekistan, citizens and Ombudsmen of foreign states, stateless persons, public organizations and other legal entities.

Based on the results of consideration of appeals on personal rights and freedoms, on the basis of the appeal of the Ombudsman, the responsible bodies initiated 15 criminal, 6 administrative and 9 disciplinary cases, 25 inspections were carried out to legally assess the actions of responsible officials. 10 citizens were reinstated.

On the basis of the Ombudsman's appeal, 6 protests against court decisions were filed through the prosecutor's office, 29 decisions to refuse to initiate criminal proceedings against the applicants were canceled.

In the reporting year, the Ombudsman, using his powers established by law, for the first time submitted to the Constitutional Court of the Republic of Uzbekistan an issue for discussion regarding guarantees of property rights of individuals.

At the meeting, the Ombudsman noted that the neglectful attitude of some officials to the norms and requirements of the law, their superficial approach to considering citizens' appeals, and incomplete awareness of the legal framework for human rights are still serious causes of violations of civil rights.

In 2021, the Ombudsman and the Public Groups for the Detection and Prevention of Cases of Torture conducted 177 monitoring visits to places of detention of persons with limited freedom of movement. In 2020, these visits were organized 76 times.

Based on the results of monitoring visits to places of detention of persons with limited freedom of movement in 2021, 16 analytical reports, 2 analytical information and 1 presentation were prepared, highlighting problems and proposals for their elimination.

According to the information provided by the Ministry of Internal Affairs and the General Prosecutor's Office, 3 employees were disciplined for shortcomings identified during monitoring visits, 1 employee was dismissed from his position, the cases of 3 employees were discussed at the Disciplinary Councils and 1 employee was warned.

In addition, the Ministry of Health Care brought to disciplinary responsibility 4 employees who made shortcomings, dismissed 2 responsible persons of a business entity providing outsourcing services, and took appropriate measures to eliminate these shortcomings.

Also, at the meeting, the senators gave relevant recommendations to the Ombudsman on reducing the number of repeated appeals, on implementing measures in cooperation with ministries, state bodies and public organizations aimed at improving the legal culture and knowledge of citizens in mahallas, as well as on addressing issues raised in appeals.
