Initially, the living conditions, food and access to medical care of prisoners in the Department of Internal Affairs of the Namangan region were studied. During the monitoring, group conversations were held with the detainees and they were explained their right to leave their appeals.
In addition, in individual conversations with the detainees, they were asked relevant questions about the attitude of the staff of the institution towards the detainees and about the facts of torture.
The next institution visited by the staff of the Ombudsman's office was the regional psychiatric hospital. During the monitoring, it was found that sufficient conditions were created in the hospital to provide medical care to patients. However, shortcomings in the storage of food products allocated to patients were identified, and appropriate recommendations were made to eliminate them.
It should be noted that despite the construction work in the Namangan regional branch of the Republican Specialized Scientific and Practical Medical Center for Narcology, all conditions were created there for the treatment of patients.
During the monitoring visit to pretrial detention center No. 6 of the Uychi district, no shortcomings were identified in terms of living conditions, food, and medical services for prisoners. Based on the large number of prisoners and the area of the institution, the administration of the detention center was recommended to place the "Ombudsman's Box" on each floor. On the day of monitoring, there was only one “Ombudsman Box” in the building.
During the visit to Namangan, the conditions of the penal colony in Pop district and the Special reception of the regional department of internal affairs were also studied.
