The Draft Act includes the following provisions:
The procedure for the provision by the Ombudsman of systematic information to the President of Uzbekistan and the chambers of the Oliy Majlis on compliance by Government bodies, including law enforcement and monitoring bodies, with legislation on the protection of human rights, freedoms and legitimate interests.
The right of the Ombudsman to submit special reports to the President of Uzbekistan, the chambers of the Oliy Majlis and the Cabinet of Ministers with proposals for the adoption of legal, organizational, socio-economic and other measures to protect human rights, freedoms and legitimate interests.
It is the duty of the Ombudsman to submit a report on the work done to prevent cases of torture to the chambers of the Oliy Majlis every year by March 15.
The right of the Ombudsman to submit legislative proposals to the Legislative Chamber of the Oliy Majlis by way of legislative initiative.
Establishment of the status of permanent regional representatives of the Ombudsman.
The ability of the Ombudsman to issue written warnings to officials of State bodies and other organizations about the inadmissibility of violating legislation on the observance of human rights, freedoms and legitimate interests.
The right of the Ombudsman to make representations to the heads of government bodies and organizations on the elimination of the causes and conditions that contributed to the identified violations.
The right of the Ombudsman to participate in meetings of government bodies and organizations related to the consideration of issues related to the protection of human rights, freedoms and legitimate interests, including meetings of the Plenum of the Supreme Court.
Introduction of legal mechanisms for placing the “Ombudsman's box” in penitentiary institutions and pre-trial detention centers, as well as the procedure for submitting appeals by convicted persons.
