The law comprises 8 chapters and 57 articles and is aligned with the updated Constitution of the Republic of Uzbekistan. In contrast, the previous law contained 22 articles with some additional clauses.
The new law includes several changes aimed at fully ensuring and strengthening the protection of citizens' rights and freedoms in the country. Notably, the Authorized Person for Human Rights submits special reports to the President of the Republic of Uzbekistan, the chambers of the Oliy Majlis, and the Cabinet of Ministers, suggesting legal, organizational, socio-economic, and other measures for the protection of human rights, freedoms, and legal interests.
The law grants the Ombudsman the right to propose legislative initiatives to the Legislative Chamber of the Oliy Majlis. It also formalizes the activities of public groups under the Ombudsman to detect and prevent cases of torture, ensures the permanent involvement of the Ombudsman’s regional representatives in monitoring visits, and establishes a legal mechanism for inmates to submit appeals through the "Ombudsman Box."
To precisely define the Ombudsman’s measures, the types of actions (warning, presentation, petition, and demand) are set out in a separate chapter with distinct articles.
The adoption of this law will further enhance the role of the Ombudsman as a national human rights institution, complement legislative acts aimed at implementing human rights reforms, and strengthen the legal foundations of the Ombudsman’s activities. It will expand the Ombudsman’s powers in ensuring human rights and freedoms and improve the effectiveness of its regional offices.
